The United Kingdom and France to Deploy Forces to the Country should a Peace Deal is Reached

The London and Paris have formalized a memorandum of understanding concerning the stationing of armed personnel in Ukraine should a ceasefire be made with Russia, the UK Prime Minister, Starmer, has announced.

Following negotiations with allied nations in the French capital, he indicated that the UK and France would "set up operational bases in various parts of Ukraine and build secure structures for weapons and equipment" to deter any future attack.

The allied nations also suggested that the America would play the primary role in overseeing a halt in hostilities.

Russia has consistently warned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has so far not responded on this latest development.

The Situation and Continuing Hostilities

Moscow's leader Vladimir Putin initiated a full-scale invasion of Ukraine in the start of last year, and Russia at this time controls approximately 20% of Ukraine's sovereign soil.

"This represents an essential component of our vow to stand with Ukraine for the duration," commented the British leader.

National leaders and high-ranking officials from the "Allied Coalition" were involved in Tuesday's talks.

Addressing reporters at a joint press conference, the Prime Minister further said: "It paves the way for the juridical structure under which British, French, and partner forces could work on the ground in Ukraine, protecting Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

The British leader went on to say that the UK would participate in any American-headed confirmation of a potential ceasefire.

Security Guarantees and Diplomatic Positions

Lead American diplomat Steve Witkoff stated that "durable defense assurances and strong reconstruction vows are essential to a enduring ceasefire" in Ukraine – referring to a central condition made by Kyiv.

He indicated the allies had "mostly completed" their work on finalizing such assurances "to ensure the citizens of Ukraine know that when this hostilities ends, it ends forever."

The former US envoy, US President Donald Trump's representative, also participated in the discussions.

Separately, President Macron Emmanuel Macron stated that Ukraine's allies had made "major progress" at the talks.

He said that "robust" safety pledges for the Ukrainian government had been reached in the instance of a possible truce.

Ukraine's leader Volodymyr Zelensky said that a "huge step forward" had been made in the negotiations, but added that he would only consider efforts to be "enough" if they resulted in the end of the war.

Earlier, he said a peace agreement was "mostly finalized". Settling the remaining 10% would "determine the fate of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Territory and security guarantees have been at the center of key disagreements for the parties involved.
  • Putin has consistently stated that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any concession over how to conclude the war.
  • Zelensky has to date rejected surrendering any territory, but has proposed that Ukraine could withdraw its troops to an agreed point – but only if Russia follows suit.

Moscow presently controls about 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The areas form the area of the Donbas.

The earlier US-led comprehensive proposal that was extensively reported to the media last year was seen by Kyiv and its partners in Europe as being disproportionately favorable in Russia's favor.
