American Strike Kills Four during Suspected Drug Boat Incident near Venezuelan Coast

Per the announcement from US Defense Secretary the Pentagon's top official, a US strike killed four people in an operation against a boat suspected of transporting narcotics offshore near the Venezuelan coast.

The strike occurred shortly after US officials notified lawmakers regarding the US was entering a "non-international armed conflict" against narco-trafficking organizations.

This marks no fewer than the fourth such unprecedented and controversial attack by US forces beyond American waters over the past month.

Specifics of the Strike

The defense secretary stated that the vessel was targeted while carrying substantial amounts of illegal drugs destined for the United States, which he described to public health.

“Our intelligence, without a doubt, confirmed that this vessel was trafficking narcotics, the people onboard were narco-terrorists, and they were operating on a known narco-trafficking transit route,” Hegseth said in a social media post.

The defense secretary further asserted that the vessel was “affiliated with” Designated Terrorist Organizations, a label applied in a confidential memo to Congress.

Juridical and Political Context

US officials has notified the legislative branch that it considers drug trafficking organizations as “non-state armed groups” whose activities in narcotics trafficking represent an armed assault against the United States.

This notification included a secret session for members from the Senate defense panel, held recently.

White House representatives attempted to legitimize these operations by citing Trump’s constitutional authority, permitting military action in self-defense during confined conflicts.

Previous Operations and Global Reaction

Prior to this incident, American military carried out attacks against three vessels in Caribbean waters, which led to 17 fatalities and causing widespread international outrage.

The defense secretary reiterated that such operations “are ongoing” until “the attacks on the American people are over”.

Administrative Restructuring and Oversight

Officials have allegedly empowered the Homeland Security Council to function as an independent entity within the administration, a change from previous administrations which had it reporting to the national security adviser.

This restructuring has influenced the planning and implementation of these military actions, as certain authorities being informed about strikes only hours before their execution.

Despite official claims, legal experts have noted that labeling trafficking groups as terrorist entities does not provide extra powers for using lethal force absent solid proof connecting them with a foreign government.

So far, the administration has not provided such evidence regarding the alleged infiltration by cartels into Venezuela's regime.
